What the EPF wage ceiling 25000 change does
The statutory wage ceiling does two jobs. It decides who must be a member of the fund, and it caps the wage on which contributions are compulsory. Until September 2026 the figure was ₹15,000. The Ministry of Labour and Employment raised it to ₹25,000 by notification dated 17 September 2026, after the EPF Scheme, 2026, EPS Scheme, 2026 and EDLI Scheme, 2026 had been notified on 29 June 2026 under the Code on Social Security.
Coverage itself has not changed: EPF applies to establishments with 20 or more employees, and to others notified or covered voluntarily. What has changed is the number of employees inside the mandatory net in each covered establishment.
Who must be enrolled now
- Pull a list of every employee who is not an EPF member.
- Compute each person’s “wages” under section 2(88), applying the 50% rule. Do not use basic pay alone. An employee on ₹45,000 CTC with a low basic may have Code wages well above ₹15,000. See the 50 percent wage rule guide.
- Anyone whose wages are now ₹25,000 or less and who was excluded only because wages exceeded ₹15,000 must be reassessed and enrolled from 17 September 2026, subject to the scheme’s other conditions.
- Generate or link the UAN, complete KYC, collect nominations, and include them in the next ECR.
- For existing members, raise the capped contribution base from ₹15,000 to the actual wage up to ₹25,000.
Employees with wages above ₹25,000 generally contribute on the ceiling unless the employer and employee are already contributing on higher wages under the scheme’s provisions. The pension (EPS) split is governed by the EPS Scheme, 2026, which was amended by separate notifications in September and October 2026, so take the EPS share from EPFO’s current guidance rather than old payroll settings.

Payroll effect: cost, take-home and the September month
Employer cost. Under the EPF wage ceiling 25000 rule, for an employee with wages of ₹25,000, the employer’s 12% is ₹3,000 a month against ₹1,800 at the old cap, a rise of ₹1,200, plus EDLI at 0.5% on the higher base. Multiply by the affected headcount when you budget.
Take-home pay. The employee’s 12% also rises. Someone on ₹25,000 wages now has ₹3,000 deducted instead of ₹1,800, so net pay falls by ₹1,200 while retirement savings rise. Explain this in writing, in the language staff understand, before the first revised payslip. If CTC is fixed, decide whether the employer absorbs the extra cost or the structure is revised, and for workers in industrial establishments, issue a notice of change under section 40 of the IR Code before changing wage components.
September 2026. The wage month straddles both ceilings. EPFO issued FAQs on the revision, and reported guidance applies the old ceiling to the days up to 16 September and the new ceiling from 17 September, in a single ECR. Check the current EPFO FAQs before filing and keep a note of what you followed.
Example: Trivani Logistics in Nagpur (140 staff) finds 38 drivers whose Code wages fall between ₹15,000 and ₹25,000. It enrols them from 17 September 2026, deposits with the October return, and briefs them in Hindi and Marathi on why net pay changed.
Defaults and penalties
- Delayed dues carry simple interest at 12% a year from the due date, besides damages.
- Deducting the employee’s share and not depositing it is punishable with imprisonment of one to three years and a fine of ₹1 lakh (s.133).
- Employees see every credit in their passbook and can complain on EPFiGMS, so a missed enrolment or deposit surfaces quickly. Reconcile deductions, challans and passbooks monthly.

Frequently asked questions
What is the EPF wage ceiling 25000 rule?
From 17 September 2026, notification S.O. 5109(E) raised the EPF statutory wage ceiling from ₹15,000 to ₹25,000 a month. Employees with wages up to ₹25,000 in covered establishments must be EPF members, and compulsory contributions are calculated on wages up to that figure.
Is PF mandatory for salary up to ₹25,000 now?
Yes, in an EPF-covered establishment, if the employee’s wages as defined in the Code on Social Security are ₹25,000 a month or less. Wages include basic, DA and any excess of excluded allowances over 50% of total pay, so check the Code figure, not basic alone.
Did the ESI wage limit also increase to ₹25,000?
No. The ESI coverage limit remains ₹21,000 a month, or ₹25,000 for persons with disability. Only the EPF statutory wage ceiling was revised.
Is the EPF ceiling increase retrospective?
No. The notification applies from 17 September 2026. Contributions for earlier months stay on the old ₹15,000 ceiling, and the September 2026 wage month needs care because it falls on both sides of the change.
